Michigan was the first state in the midwest to legalize medical and adult-use cannabis. Michigan voters approved the Michigan Compassionate Care Initiative in November 2008. The measure legalized the use of marijuana for those with severe or terminal illnesses.

Michigan voters approved the Michigan Regulation and Taxation of Marihuana Act (MRTMA) in November 2018, legalizing the consumption of cannabis for adults 21 and older. The MRTMA also created a regulated and taxed cannabis retail infrastructure, allowing dispensaries to sell to adults.
