Cannabis Job Market Overview:

Washington, DC legalized medical marijuana use in 1998 after passing Initiative 59. Medical cannabis sales began in 2013 after Congressional action allowed the city to use its funds to implement a medical program.

DC voters passed Initiative 71, the Legalization of Possession of Minimal Amounts of Marijuana for Personal Use Initiative, in 2014. It went into effect in 2015, allowing adults 21 years of age and older to:

  • Possess two ounces or less of marijuana;
  • Transfer one ounce or less of marijuana to another person who is at least 21 years old, so long as there is no payment made or any other type of exchange of goods or services;
  • Cultivate within their residence up to six marijuana plants, no more than three of which are mature;
  • Possess marijuana-related drug paraphernalia — like bongs, cigarette rolling papers, and cigar wrappers — that is associated with one ounce or less of marijuana; and/or
  • Use marijuana on private property.
Cannabis Job Requirements & Application Process:

All plant-touching cannabis workers in DC must obtain a license to work as a facility employee from the District's Alcoholic Beverage Regulation Administration.

These are the requirements for the license:

  • An existing position at a licensed cannabis facility.
  • A completed application, signed and notarized.
  • A cashier’s check, certified check, or money order made payable to the DC Treasurer for $75. Registration must be renewed annually.
Cannabis Job Background Check Requirements:

Facility Employees must confirm that:

  • They have not been convicted of a misdemeanor for a drug-related offense before the filing of their application;
  • They haven’t had their participation in the Medical Marijuana Program previously revoked;
  • They do not owe the District of Columbia government more than $100.00 as the result of various fines or penalties.
